⭕️ UN Gaza Envoy Mladenov Outlines Status of Gaza Reconstruction Framework Nickolay Mladenov, the Board of Peace envoy overseeing the U.S.-brokered Gaza ceasefire framework, addressed journalists in Jerusalem Wednesday following a meeting with Israeli PM Benjamin Netanyahu, laying out the clearest public account yet of where the Gaza transition plan stands. 🔹 On the ceasefire ➤ Mladenov acknowledged the ceasefire is “far from perfect,” with daily violations that continue killing civilians and restricting humanitarian access. He did not name Israel as the party responsible, and claimed that for the first time in two years, “the guns have largely fallen silent” and truck deliveries into Gaza have risen from 1,300 to over 4,000 per week, with diversion by armed groups falling from 90% to around 1%. (All aid agencies on the ground dispute those figures, and say less than the 40% of required essential aid promised in ceasefire terms is entering.) ➤ Mladenov’s remarks blamed Hamas’s refusal to disarm as the reason for the deadlock, saying Israeli withdrawal will be staged and conditional on disarmament. Israel now controls two thirds of Gaza east of the “yellow line,” after agreeing to withdraw to 53% initially, and AP cited Israeli rights group Gisha saying Wednesday that the military has also asserted aid “coordination control” over an additional 11% of the territory. 🔹 On the plan ➤ The framework, Mladenov said, based on Trump’s 20-point plan and enshrined in UN Security Council Resolution 2803 — offers $17 billion over ten years for reconstruction, staged Israeli withdrawal, Palestinian civilian governance through the National Committee for the Administration of Gaza, a reopened Rafah crossing, and a political horizon toward Palestinian statehood. ➤ Mladenov said a 15-point implementation roadmap has now been presented to Hamas twice in Cairo, with the second version revised to address concerns raised by Palestinian factions. He described the process as reciprocal and verification-based: “Nobody is asked to trust anybody. Everyone is asked to verify.” 🔹 On Hamas ➤ Mladenov claimed Hamas is “consolidating its grip” on Gaza’s population, taxing civilians “who have nothing left to give,” and blocking Palestinian contractors approved by the Board of Peace from building shelter for displaced families. Note: There is no independent verification of this claim. ➤ “To what end?” he asked. “To squeeze better terms of a negotiation. To foreclose the choice that the Palestinians in Gaza might otherwise make about their own future before they can make it themselves.” 🔹 On disarmament ➤ Mladenov said “one authority, one law, one weapon” is a non-negotiable condition of the transition, arguing that reconstruction, Israeli withdrawal, and any political horizon all depend on armed factions giving up independent command structures, arsenals, and tunnel networks. ➤ “You cannot build a future with armed groups running the streets, hiding in tunnels and stockpiling weapons. You cannot deliver reconstruction with militias on every corner,” Mladenov said. ➤ The framework offers: ▪️ a voluntary weapons buyback ▪️conditional amnesty for those who hand in arms ▪️financial gifts for those stepping aside from positions of authority ▪️and safe passage to third countries for those who cannot accept the framework. ➤ Hamas would not be required to dissolve as a political movement: “A political party that disavows armed activity can compete in national Palestinian elections,” Mladenov said. ➤ But the framework effectively makes Palestinian disarmament the gateway to reconstruction, while Israeli withdrawal remains tied to further compliance and verification. 🔹 On urgency ➤ “The people of Gaza can no longer wait,” Mladenov said. “There is no third option. There’s the status quo, which is miserable. And there’s the option to move forward.”
