In my honest opinion, a higher tier optic on a lower tier rifles is better than in vice-versa.

What type of torque tool do you recommend?

I have a Borka torque wrench that I use in this video and I really like it. The stuff from Fix it Sticks seems very good too. Any good in/lb torque wrench will work but these kits are compact and good for keeping in a range bag too.
