I’m pretty sure it’s not about fan service in general compared to how many characters are made for that specifically. Not saying home girl shouldn’t serve skin from time to time but Arlechinos design was fresh compared to all the fan service we’ve gotten over time.

But there’s a difference in taste. Sometimes a really sexy outfit is also tasteful and cute, and sometimes the fan service is just tacky. Emilie is a great example. Her boobs being out is tacky and detracts from the characters aura.
