I think he’s putting the bricks sideways… also there’s not much penetration into the holes if you do it that way. There’s much more penetration into the holes if you put a big glob of mortar on the top and then you press the mortar down into the holes in the blocks.

Bricks won’t set properly like that the structure will be weak and the mortar is too dry

The holes should be oriented vertically. He's using way too much mortar.
