Whatever is going on, I would have put a drainage pipe at the bottom and a weed shield behind the retention wall. Not to mention 3/4" rock to allow the water to escape before the dirt decides to redesign the wall.

These interlocking blocks still require open graded rock backfill and/or drainage features behind wall to prevent slope failures.

A guy is stacking concrete blocks. That wasn't so hard...

Great block design for retaining walls. But anything over 4' needs geogrid or some sort of "deadman" system.
