According to the emerging version, GUR personnel went to 10 Yuriya Shumskoho Street intending to detain SBU officers who had allegedly previously taken Kaplunov. On Thursday morning, ICE officers initiated a vehicle stop in Avondale, AZ. The target’s vehicle failed to stop, and the driver and passenger attempted to return to the residence.
