Before Carl Nassib became the NFL’s first active, openly gay player he came out to his Uncle Bill while he was on his death bed. It looks to me like that guy was just protecting the lady with a backpack, when he was pepper sprayed at first. That is when he got tackled by the agents, and dragged back onto the street. Here it is zoomed in, and @ 50% speed. Much easier to see it this way. He clearly did not undertake any offensive action towards the agents at all. The most he did was to raise his left hand, protecting himself from the pepper spray. The lady with a back pack also seems to be getting back onto the street. but only because the guy was holding her by the hood of her jacket. So, when got pulled back onto the street, she also got pulled out with him.
