Is there a way to test it outside blender? Where are those sliders you play with? Web?

Unfortunately no, this is all inside blender, including the sliders. They are 3D models programmed to behave like the UI sliders, but are still baked into blender and are manually keyframed

Looks amazing, is it physically accurate caustics, or more of a caustics 'effect'

It's absolutely an effect, but it does it's best to simulate realistic caustics effects in most use cases, but yes. That's how it's able to achieve it's performance

You can use a "Dispersion Lens" in front of your camera in Shaders Plus, to create realistic, physical, in-camera Chromatic Aberrations! :D Fun fact, before the caustics were added, "Shaders Plus" was originally just going to be a dispersion shader! 🤪 #b3d #blender3d #blender
