I saw this on a dock in Nassau, dozens of turtles came ove for scraps

I would worry the turtle might get caught in the motors of the boats there or be hit. I wonder if this is a good idea?

That turtle knows exactly what he is doing. He swims up like this is his regular lunch spot and the guy is happy to serve.

My then 12 yr old and I played tag with a turtle for a half hour snorkeling on Oahu.

Why this is a bad idea is that you are teaching the turtles to swim near the boat docks where they are more likely to get hurt by moving boats.

Not a fan of things like this. I want animals to be terrified of us and swim/run/fly away. Unless they are professional or are in distress and need help of course.
