I was on Newstalk this morning discussing something that's been on my mind for a while: why does Ireland ask so little of people applying for citizenship, when almost every other country in Europe asks for more? Spain requires a language exam and a civics test with a 60% pass mark. Germany requires B1 language plus a 33-question test on German society and law. France introduced a mandatory civic exam this year, alongside a B2 language requirement for naturalisation. Ireland asks for neither. This conversation has been prompted by the Bouchaker case, and I want to be careful here: I'm not saying that case proves language causes crime, and the Taoiseach was right to make that point. But it does show up a wider gap in our system, one where someone can gain citizenship without ever demonstrating a working knowledge of the language or the civic life of this country.
