Our family dog we had for 18 years used to do this with neighbours dog that was always tethered for no reason.

had a dog that was smarter than me. Tried to teach him not to climb the fence and harass the neighbors. all I succeeded in doing was he would climb the fence, harass them, and then climb the fence back into the yard like a good boy. Never did win with him.
