Kevin Hassett tries to gaslight Fox News viewers into thinking that American consumers don’t bear the brunt of Tariffs. “There are so many people who keep saying ‘it’s the American consumer that’s going to bear this tariff that’s going to make inflation go up, etc… In President Trump’s view, it’s these countries who are sending inelastic supply to the country, so they are going to bear the brunt… The fact that they are all angry and upset and sending retaliation our way, it suggest that Trump is right.” This is so wrong. First of all, countries don’t send inelastic supply. It would be inelastic demand, and even when demand is inelastic suppliers don’t typically lower their prices to absorb tariffs. Secondly, numerous studies (including from the Federal Reserve, National Bureau of Economic Research, and CBO) show that U.S. importers and consumers bear the vast majority of tariff costs. Tariffs are taxes on imports. U.S. companies pay those tariffs when they bring goods in—and usually pass the cost to consumers through higher prices. Don’t let them gaslight you.

It’s not a tax on countries like China; it’s a tax on the stuff we buy. Here’s how it works: when the government puts a tariff on something, it raises the price of that product. The idea is to make imported goods more expensive so people buy American-made products instead. Sounds good, right? The problem is, most things we use in the U.S. are made overseas, and it would take years—or even decades—to make them here. And in some cases, it might never happen because it costs too much to produce those goods locally. For example, if something costs $50 and a tariff adds $5, the new price is $55. That extra cost comes out of your pocket. This can cause inflation, making everything more expensive, and people either stop buying or have to spend more because there are no cheaper options. Summers: I've never seen as much incoherence and irrationality as we saw on television today. Self-evidently, you can't both use tariffs as a crowbar, threatening other countries and saying you'll remove them if they cut their tariffs. And also promise that they'll be a revenue source and an inducement to businesses to locate in the United States.

If I was king for a day, I would offer zero U.S. tariffs on goods from other countries if they would levy zero tariffs on our goods sold to them. Trade is more complicated than that, and we live in the real world, but that should be the ideal.
