Let’s be clear. If he is not breaking the law he does not have to show ID. If they believe he is breaking the law they need to articulate a crime and at that point he must demonstrate his identity. The cop is incorrect which doesn’t surprise me. The city will pay his legal costs.

But without an initial crime you can ask for ID and he can refuse to give it to you as per his 4th amendment rights. And detaining without an initial crime makes it an illegal detainment as well. And as much as they want it to be, suspicious behavior is not a criminal offense.
