If he's getting all his work done and his employer is happy with what he's giving them. There is no issue IMO. When I've been in charge of other people, I wouldn't care if people were playing games, watching netflix/youtube. As long as their shit got done. If they were done, I could care less what you do. You don't need to make EVERY SECOND OF EVERY WORK DAY 100% work. That's fucking exhausting and it's also just the employer taking advantage of a person.
