The "administrative error" made by the Trump administration was deporting him to El Salvador. Garcia WAS eligible for deportation. Just not to El Salvador because he was granted a "Withholding Of Removal" to El Salvador. Meaning he could literally be deported to any country that would take him in. Just not his home country of El Salvador.
