No, he was never misunderstood… he was an incredibly generic bad guy in The Incredible Hulk and they decided to retcon it completely in She-Hulk

No he was 100% a villain, he just got better mentally in this newer version. However in the original movie he was power hungry, sure at first he just wanted to serve the military, and you could say that the crap they put in him made him go crazy, but it was still his choice.
