अगर पहली सूचना (FIR) पर विश्वास किया जाए तो महाराष्ट्र के लोनावला ग्रामीण पुलिस स्टेशन को 10 मार्च 2022 को सुबह 3:30 बजे एक अज्ञात व्यक्ति का फोन आया। फोन करने वाले ने बताया कि पश्चिमी घाट से गुजरते हुए पुणे-मुंबई एक्सप्रेसवे के उनके हिस्से से गोमांस से भरा एक ट्रक गुजरेगा। यह एक महत्वपूर्ण सूचना थी। भारतीय जनता पार्टी द्वारा 2015 में पशु संरक्षण कानूनों में किए गए संशोधन के बाद, महाराष्ट्र में गोमांस रखना मात्र ही हेरोइन, कोकीन या मॉर्फिन की थोड़ी मात्रा रखने से भी अधिक गंभीर अपराध माना जाने लगा। पुलिस ने तुरंत कार्रवाई की और सहायक सब-इंस्पेक्टर कुतुबुद्दीन गुलाब खान सिंहगढ़ कॉलेज के पास निगरानी रख रहे थे, जहां से राजमार्ग पहाड़ी क्षेत्र में प्रवेश करने से पहले एक चौड़ा मोड़ लेता है। उसी शाम, उन्होंने ट्रक को देखा, जिसका नंबर नंबर NL 01 AB 5853 था—वही नंबर प्लेट जिसका उल्लेख सूचना में किया गया था। खान ने ट्रक को रुकने का इशारा किया, लेकिन वह तेजी से निकल गया। पीछा करने पर 35 वर्षीय चालक मैग्नू अशरफी पासवान और ट्रक के 25 वर्षीय सफाईकर्मी शुभम शर्मा को गिरफ्तार कर लिया गया। ट्रक के कागजात से पता चला कि उसकी यात्रा हैदराबाद से शुरू हुई थी, जहां से उसने 20 किलोग्राम वजन के 1,400 कार्टन ताजा संसाधित मांस उठाया था। पुलिस ने इस माल की कीमत लगभग 60 लाख रुपये आंकी। पासवान और शर्मा के पास न तो मांस का कोई प्रमाण पत्र था और न ही परिवहन संबंधी कागजात। उन्हें केवल इतना पता था कि उन्हें यह मांस रेहान अहमद कुरैशी (जिसे रेहान चौधरी के नाम से भी जाना जाता है) ने परिवहन करने के लिए कहा था, जो उनके अनुसार मुंबई या हैदराबाद में रहता था। महाराष्ट्र पुलिस को मालिक के बारे में ज्यादा सोचने की जरूरत नहीं पड़ी। अगले ही दिन, पुणे जिले के उपनगरीय कस्बे वडगांव मावल स्थित मजिस्ट्रेट की अदालत में एक आवेदन दायर किया गया, जिसमें मामले की सुनवाई के दौरान 28 टन मांस को हिरासत में रखने का अनुरोध किया गया था। यह आवेदन मुंबई में पंजीकृत रेम्बल एग्रो एंड फूड्स नामक कंपनी की ओर से आया था, जिसने दावा किया था कि मांस भैंस का है, गाय का नहीं, और इसलिए राज्य में पूरी तरह से वैध है। स्वामित्व के बिल भी प्रस्तुत किए गए थे, जिसमें रेम्बल ने तर्क दिया था कि मांस उत्तर प्रदेश के अलीगढ़ में खरीदा गया था, फिर प्रसंस्करण के लिए हैदराबाद भेजा गया था। इसे मुंबई भेजा जा रहा था ताकि इसे वियतनाम निर्यात किया जा सके। हालांकि, न्यायाधीश ने प्रस्तुत दस्तावेजों को संदिग्ध पाया। रेम्बल हैदराबाद से मुंबई तक मांस का परिवहन कर रहा था, लेकिन उसके पास हैदराबाद के पशुपालन विभाग की अनुमति नहीं थी। इसके बजाय, स्वास्थ्य प्रमाण पत्र अलीगढ़ के एक पशु चिकित्सा अधिकारी द्वारा जारी किया गया था। इसके अलावा, थोक माल परिवहन के लिए आवश्यक इलेक्ट्रॉनिक दस्तावेज, ई-वे बिल, रेहान की फर्म, चौधरी एंटरप्राइजेज द्वारा तैयार किया गया था। रेहान स्वयं नागपुर में स्थित था, जिससे पूरे सौदे का भौगोलिक विस्तार और भी भ्रामक हो गया। न्यायाधीश ने यह भी पाया कि कोई दस्तावेज दाखिल नहीं किए गए थे।न्यायाधीश ने यह भी पाया कि यह साबित करने के लिए कोई दस्तावेज पेश नहीं किए गए थे कि मांस भैंसों का था, न कि गायों का। उन्होंने आदेश दिया कि पुलिस की तलाशी पूरी होने तक इसे कोल्ड स्टोरेज में रखा जाए।
