According to RFK (and this makes total sense), vaccine developers always disagreed with Toxicologists, because the Toxicologist would always ask "What is the fate of that in your body?”. This brief exchange between Thrawn and Morgan Elsbeth from Tales of the Empire is genuinely one of the most well-written moments in Star Wars animation IMO. Not only does it add more development for Morgan’s character and showcase Thrawn’s awareness that The Empire is not an invulnerable construct, but this moment also plants the seeds for how what remains of The Empire will operate after the events of Return of the Jedi. It almost feels like something you’d hear during an Imperial meeting in an episode of Andor. The writing on display here is just as incredible as it is daunting.
