What is the shiny substance you’ve painted onto the areas that you’re planning to color?

It's just a layer of water, the lighting and rough surface is making it look shiny.

what kind of pen do you use under the water color! i have tried so many different kinds of pens but they bleed a little when i put the light wash on top :’(

I use Dr Ph Martins blackstar waterproof ink. If a pen says its water resistant, it will always bleed. It needs to explicitly say waterproof. Pentel Pocket brush pen is a solid waterproof pen.
