Charles and Mattarella told ladies they could come over and take pictures with them, because they were hesitant.

He was just reminding them that they could come over and take pictures, and he wasn't unhappy. Because the two ladies thought they had to wait for the king and the president to take the photo first. Why deliberately misinterpret?
