All he’s saying is that what China needed at the time was not more working class power, which they had already established, but increased capital for industrial development. Therefore class struggle in China took a back seat to the development of the productive forces for a while. A necessity brought about by the building of socialism is one country. But you could also argue that this development is equivalent to class struggle on a global scale, since it’s allowing them to combat US imperialism, and helping other countries under the boot of imperialism to develop.
