Here's React Aria's upcoming Virtualizer component with a waterfall layout. Virtualizer comes with list, grid, waterfall, and table layouts, and you can also create your own completely custom layout.

Virtualizer wraps around our existing collection components, including ListBox, GridList, and Table. It uses a layout to determine the position and size of each item in the collection, which items are currently visible as you scroll, and keyboard navigation behavior.

Not really. The layouts are pretty integrated with Virtualizer.
