Yeah, the bill is not about testing, though the sponsors claim this as the high level. It's an authoritarian influence op, and broadly opposed by hundreds of scientists, startup founders and academics (not just BigTech) who actually read it. Some of their words:

This bill does absolutely nothing for AI Safety and will instead kill the AI ecosystem. The many teens, students, and professors who use Open Source AI would no longer have this freely accessible resource for learning, and researching thus ensuring them limited opportunity.
