My recommendation for what to do next in Venezuela: just do security and oil. No nation building like Iraq. Dan Di Martino says you’ll have to build the security forces from scratch to get oil investment. If you’re going to not work with the current army though, you need US boots on the ground. That may be fine, but it’s probably preferable to begin by seeing whether the military can be pragmatic. Full convo here:
