For those who want all pinned apps to show by default instead of having to expand, the option to do so is a thing in Start menu settings. Turning off "Show recently added apps" will now hide recommendations.

To try out this revamped Start menu experience, enable feature ID 49402389. If you don't already have them, you'll need the new All apps layouts enabled too (IDs are 49221331,47205210), and as with every other new Insider feature, 48433719 if the above doesn't work.

Silly error: To turn off the recommended section, you actually have to turn off all of the recommended toggles (recently added apps, recommended files in Start which does sadly also disable it in FE, websites, tips/new apps and more).
