Hell, no need for the belt. Confiscate ALL technology including game systems. Lock them away for a few months. Take the entire wardrobe and buy him two shirts of the same color tone and khaki pants. Basically, limit his entire wardrobe. Provide tuna or ham sandwiches nightly for the next few months along with water. No where does the government state you have to be generous. It says to provide the basics. Go to ONLY the basics and tell them if they don't like it, change the behavior.
