There must be two separate kitchens and separate eating place for veg and non-veg so that they don't get mixed up! Those who don't prefer chicken, must be given same level of protein like Paneer gravy and roti! Freedom of food choice must be respected by the state!

First of all, vegetarian food and specially satvic food should be offered to students that will help them do good at their studies, satvic with good protein means vegetarian food only. The moment you offer non-veg, the sanctity of an academic place is lost!
