Declare the California Gov’t incapable or unwilling to bring peace and disband it. A military governor can bring peace. Once peace is achieved and American land is sovereign again, elections can be prepared to take place under US supervision.

This violent radical group is not comprised of protestors. They are terrorist. A protester doesn't try to kill officers, destroy property and vehicles belonging to others, bomb and set fires. These people are domestic terrorists and should be dealt with as terrorist.
