This is quite wrong!! After the cofferdam is installed, the enclosed water is pumped out to expose the river bed. Excavation then continues until competent bearing surface or the designed founding level is reached. A reinforced concrete foundation or pile cap is then constructed, followed by the bridge pier itself. You cannot simply place formwork in flowing water and pour concrete expecting it to remain stable
