Why does UNRWA exist? I highly recommend listening to historian & UCL professor Anne Irfan tell the story of its origins: "The UNHCR, the High Commissioner for refugees, was not in existence when UNRWA was created. UNRWA was created at the end of 1949, UNHCR did not come into being until the following year. ...when UNHCR was created, it had a restricted mandate…that enabled its work to only be applied to European refugees. So this idea of creating specific UN agencies for particular groups of refugees was very much the norm at the time. There was UNRWA for not actually for Palestinian refugees but for Palestine refugees, i.e. refugees from Palestine, which until 1952 also provided services to Jewish refugees (which stopped in 1952 at the request of the Israeli government). So there was UNRWA, there was UNHCR, and then in the 1950s we also had UNKRA, which was created for Korean refugees so that was the norm at the time. It wasn't until 1967 that UNHCR's mandate was universalized & the eurocentrism was dropped. The other thing to keep in mind is that UNRWA has a much more restricted mandate to this day than UNHCR has, not only in who it serves but also in the kind of work it does. UNRWA is mandated solely to provide relief services to Palestine refugees in the five fields where it works. UNHCR by contrast is also mandated to pursue durable solutions to cases of displacement & to provide protection to the refugees it works with. So Palestine refugees are actually in some ways almost at a disadvantage because the agency that serves them has a much more limited mandate than the agency that serves all other refugee groups."
