The parent company, Bloomin' Brands, does not refer to it franchising, but as 'managing partnerships'. So Miss Clark is essentially the owner of that restaurant. Outback Steakhouse's are individual owners of the franchise name as long as the quality is consistent. I've met a couple owners who were black. FYI Almost every owner of an Outback Steakhouse started out washing dishes. Hard work paid off.
