This appears to be in China. This is a cultural norm. I recall a number of years ago, there was a video that went viral of a baby, maybe 6mos old in the middle of I think was a sidewalk, crying, alone and hundreds of people walked by the poor crying child. No one even checked on the kid. Like he was just dropped off there. Totally unable to fend for himself. It was appalling. Welcome to Communist ideology. No value of innocent life.
