DOA4 was peak 3d fighters for me. I met some great friends I still talk to this day because of it. It was also one of the best reasons IMO to buy a 360 at the time.

When i go to launch it, it just doesn’t pull up the game screen. Steam says its running, but the window never loads

Try launching it on that safe mode option or try to change the resolution stuff that pops up before it launches
