, Senator Gatchalian argues that no action or discussion on the proposed Senate rules change could properly occur because the Committee on Rules has not been organized. Yet the Senate as a body holds ultimate authority over its own rules and procedures, the majority bloc has the votes to act in plenary, and the minority chose to walk out rather than debate. Does this not make his procedural objection function as a minority veto dressed up as a requirement, rather than a genuine bar under standard legislative practice?
