This is not the correct reason. The GST introduced from July 2017 is a destination based tax. There are three type of GST- CGST, SGST & IGST. The goods produced in a state and sold in the sale state are chargeable to CGST & SGST on equal rates. Whereas the goods produced in a state e.g. Maharashtra and sold to a buyer in UP will be chargeable to IGST and this tax is equally divided between central govt and UP govt. After this setup of GST, the industry may be setup in any state but the tax paid by the industry would go to the state where the gooods are consumed. In other words, more the population of a state, more the consumption of goods and more the tax.
