I did 20 years on the Chicago Fire Department and never saw one of those. We re-bedded the hose or rolled it, and washed it (using scrub brushes) later, if necessary or periodically. I've been retired long enough to forget which day of the week or month was "hose day".

Yeah but how do you clean the other hose that is spraying the water?

That’s not how we did it. First, we were in the desert and that’s a lot of wasted water. Second, we had cloth wrapped not rubber wrapped smaller hoses so we laid them out, used dish soap, scrubbed them with a brush or broom, and rinsed off with a garden hose.
