So 1 - 12 = 12 numbers. But 10 contains a 1 and a 0, 11 contains a 1 and a 1, and 12 contains a 1 and a 2. 9 (1–9) + 3 (10 as a number + 1, 0) + 3 (11 as a number + 1, 1) + 3 (12 as a number + 1, 2) = 18 numbers.
