Do you inspect the weapon everytime you draw it are was that done just in this clip to show off the weapon?

Actually it is happening the first time you pick up a new weapon, and then sometimes (rarely) in random intervals. Of course if you fire it or reaload it, or do anything with it, the animation will blend immediately, so you will never "stuck" in the animation needlessly.
