The problem with your narrative is NATO is an entirely voluntary alliance. But the Russian Federations Foreign Policy towards former Soviet vassal states is entirely coercive, threats and violence. A useful analogy is a battered wife who leave an abuser. He thinks it a valid solution to resorting to violence and murder. As if that will save the marriage. Russia is two hundred years behind the values of the rest of western civilization and is incompatible with an integrated rules based system.

Jeffrey Sachs speaks as if Ukraine has no autonomy or elections prior to the invasion, and still they do. Elections have not occurred in Ukraine since the invasion because their constitution says they cannot have elections during war. That clause was added specifically with Russia, their belligerent neighbor, in mind. Russian history is rife with massacres and brutality. The Ukrainian people instigated the 2014 coup. It wasn't a CIA operation, and there's no proof that it was either. What did Russia have to fear from NATO expansion? NATO was formed to fight communism, not Russia specifically. When the Soviet Union fell, that region was no longer a target until Putin took the entire country right back to the totalitarian starting line after pretending to run a democracy. Finger-pointing toward Ukraine and the USA is absolutely insane backwards history.

The largest reason to expand was greed and profit from US Corporations.
