Not to detract from the original post but to add to it. For anyone trying to accomplish the same thing in photoshop you would use the "stroke" layer effect. It's such a great way to use both tools for people who use a lot of line work and don't want to retrace their own lines.

The outline effect is also useful to make toony electricity effects. Just need to adjust the colours, and add a blurred version of the outlined layer below it. And ta-da, easy electricity. :)

in the first example each stroke has an individual line, but if you give your layer the border effect like shown, this effect does usually not happen, rather the entire content of the layer will have the border around it.
