How to place characters correctly on perspective

got a feeling this only works if all characters are the same size what if you gotta have a tall character next to a dwarf? What if every character is a different size??

The head on the horizon line part may be irrelevant in the case of a comic book, when a character is known to be small or tall, deliberately not placing their head on this imaginary line can bring the desired realism.
