Curve your lips inward over your teeth, pull the bottom lip in a little further. Then your tongue just kinda floats in the middle of your mouth, slightly closer to bottom lip. Blow outward and slightly downward. Adjust tension of lips, placement of tongue and your blowing, until it all comes together to make an earpiercing whistle.
