There's a chestpiece in Path of Exile 2 that has pretty so-so stats for low level, but also "You have a 25% chance when hit to Bleed" Bleeding is physical damage over time that does significantly more damage when you move. It just makes you easier to kill when wearing it.

That invisible staff would be op on stealth missions. Wack enemy with another weapon, move them, make them invis and boom. Perfect weapon Lightning that hits user would also be OP. Get ability later that charges you up if electrified and get a big damage boost.

Funny it could be totally explained in lore those are all failed attempts to make actually useful weapons and they sell it to you at the beginning because they knew only noobs with no other choice would buy them.
