Honourable Members, The most important intervention to tackle the problem of illegal immigration is to secure our borders. The newly-established Border Management Authority hasdeployed 600 border guards at the vulnerable segments of our land border to prevent illegal migrants that are undocumented and inadmissible from entering the country. The Border Management Authority has demonstrated the effectiveness of modern technology like drones and body cameras in creating a more secure, digital border environment. Phase one of the Electronic Travel Authorisation system is currently being rolled out for G20 delegates. Over 200 applications have already been seamlessly processed by this new system, which uses machine learning to verify the authenticity of documents and facial recognition to secure the immigration process. Following the stabilisation phase around the G20, Electronic Travel Authorisation will be opened for tourist visas and to other visa categories. This will ultimately lead to the automation of entry-and-exit processes at our borders, including at land borders. This will eliminate the space for the abuse of paper-based and manual processes through biometric verification and digital transformation. Another area of work is to detect, apprehend and deport illegal migrants in the country. This is mainly done through intelligence-driven joint operations planned and executed by the Department of Home Affairs Inland Inspectorate and other structures. These structures are coordinated and account to the Inter-Ministerial Consultative Committee on Border Management and the NATJOINTS. In the past financial year, over 51,000 illegal immigrants were deported. Engagements with countries whose nationals are frequent transgressors are ongoing through discussions with embassies, and these matters are also included as an Agenda item on Bi-National Commissions. This is to ensure that the implication of illegal migration is understood. Illegal immigration does place a strain on our social services and undermines our national security. We should not allow vigilante acts targeting foreign nationals as these do not solve the problem and theyundermine the rule of law. Pakistan has shut all routes that had become primary channels for smuggling, narcotics, illegal weapons, and terrorism. This trade suspension is a landmark decision with far-reaching implications for national security, economic stability, and the enforcement of state authority. Impact on Afghanistan Afghanistan is bearing the brunt of this closure—economically, socially, and institutionally. Nearly 70–80% of Afghanistan’s trade depends on Pakistan’s roads and ports. Goods reach Afghanistan from Karachi within 3–4 days, whereas via Iran they take 6–8 days, and through Central Asian corridors they may take over 30 days. For years, goods under Afghan Transit Trade were illegally re-entering Pakistan through smuggling, causing massive financial losses. Pakistan has been losing 3.4 trillion PKR annually due to smuggling, while nearly 1 trillion PKR worth of goods bounced back through Afghan Transit Trade, compounding the damage. The closure of Torkham alone inflicted $45 million losses on Afghanistan within one month, and in just a few weeks, Afghanistan’s cumulative losses exceeded $200 million. Over 5,000 trucks were stranded, Afghan agricultural produce spoiled, and transport costs via Iran rose 50–60%, with an additional $2,500 per container. Even the medical supply chain suffered, as over 50% of Afghanistan’s medicines transit through Pakistan. Alternative routes are slow, expensive, and insecure, and Afghanistan’s fragile economy cannot sustain these burdens. As smuggling stopped, more than 200,000 families tied to smuggling networks, backflow routes, and under-invoicing lost their source of income. Impact on Pakistan The trade suspension has almost no effect on the daily life of an average Pakistani, because the items entering Pakistan through smuggling were luxury goods, not essential commodities. Regional Rebalancing & Long-Term Gains The closure will push Afghanistan’s trade—previously concentrated in eastern provinces like Paktia—toward alternative corridors such as Iran and Central Asia, promoting diversification and economic inclusivity within Afghanistan. In the long term—5 to 10 years—Pakistan will benefit from a cleaner, regulated, and more secure regional trade architecture. The Road Ahead The Afghan Taliban must now choose: Will they continue sheltering terrorists, or join Pakistan in a cooperative path toward regional stability and shared economic progress?
