Stray dogs everywhere

It appears like a gated community.. Experience from previous society... Raintree park aka Malaysian township kphb.... There were many dogs inside this huge community.. some kids were attacked and bitten by these dogs. RWA decided to catch these dogs. Then came the dog lovers, they approached court/some dept and got a stay on this. Now what are the options normal residents have? Just live at the mercy of dogs and bitten. 🤡
