The chunin exams went wrong and Orochimaru was fucking around which contributed to more deaths. People weren't supposed to die. The hunter exams kill people pretty much by design. None of those examiners expect every single person to come out alive

Hunter exams you are heavily protected by hunters. There are so many restrictions in place to make sure you don’t die. Chunin exams don’t care about life or death. It is probably significantly easier because there are so many ninjas but you’re risking your life
