I think one key point is he says "keep 100% of the BTC we currently hold or acquire". Semantics play a big part in Trumps comms to the public and it's always been a apart of his 5D strategy to keep people guessing. "What we currently hold", is likely in part from seizures of the nefarious actors, possibly even Roger Ver for all we know, and "acquire" is not "purchase" and we know that Trump is going after cartel, human traffickers, mafia, war mongers, etc..all of which transact heavily in BTC. IMO Trump can accumulate a BTC reserve without supporting it or purchasing it. If we zoom out a bit and think about all the things tied to BTC and what's on Trumps agenda you start to see the connections.

Yes, he said Bitcoin Reserve specifically, not digital assets. That’s why a lot of people don’t like this new move. But I was expecting this from the very beginning
