You make a good point, but Jesus also didn't want to start a violent rebellion that would get his followers killed by the Roman State. Remember that Jesus said some other things like instructing his followers to put on the armor of God or in another instance to take up a sword. Here's a meme that reflects my personal view on the subject Russell. I often use it as a response to people arguing that Christians shouldn't defend themselves ever... Nowhere in the Gospel does Jesus say we have to be stupid!

God also destroyed corrupt leaders. Answer is prayer for protection. Jesus was persecuted and we will be too. Unfortunately that's the life of a Christian

You are not to submit to the evil dictates of a government….. Bible has many examples of godly men disobeying the dictates of evil leaders. This verse presumes that the government is just doing business as usual …. For example paying your taxes….

There is a similar instruction that is given to us with "Wives, submit to your husbands" which is a God-given command. But on the flip side, husbands are to love their wives. If husbands are failing in this, let's say they are physically abusing their wives, or committing adultery, or demanding their wives to sin, wives are not required to submit to that abuse. Similarly, while we are told in the Bible to submit to governing authorities, the Bible also gives instructions to government and how it too must operate in a way that does not abuse the people or defy the word of God. If the government is not acting Biblically, we are not called to submit to that abuse either, just as wives are not called to submit to abuse. And there are numerous examples of this in the Bible, of people going directly against the governing authorities.
