I'm not an animator, personally, but to my understanding the industry sometimes does that (not just these jigglies in particular) because it creates less static images and elicits emotion (particularly so for intended comedies) Konosuba does it a lot and just skips frames

Specifically here: it’s comedy. They want you to notice the boobs to emphasize the reveal of them being fake. In general: boobs jiggle; big boobs jiggle even more. Female characters in anime generally have nice boobs that jiggle like they should.

It's a cartoon, what is there to not understand? Cartoons are exagerated reflections of reality.
