The IDF might have killed a handful of Israeli hostages who were in Hamas vehicles heading back to Gaza. Some of the released hostages said they took fire from Israeli choppers when they were being driven to Gaza on Oct 7. That could've been the Hannibal Directive or just the IDF thinking they were firing on Hamas vehicles. Doesn't really matter. The Hannibal Directive, if given, would only be responsible for a handful of deaths. It's not clear what the argument is.
